Research-based planning guide
Can a commercial roof be coated over wet insulation?
Don't approve a commercial roof coating solely because the surface looks dry. Moisture can remain within the assembly. A qualified roofing assessment should identify wet or damaged areas, determine the appropriate repairs and confirm whether the remaining roof is suitable for the proposed coating system.

Surface dryness doesn't answer the assembly question
A roof can appear dry between storms while insulation or other layers remain affected. NRCA's discussion of roofing over wet insulation explains the deterioration and premature-failure concerns associated with retained moisture.
That doesn't tell you the condition of your particular roof. It explains why a proposal needs evidence beyond a photograph of the exposed surface.
Ask what was assessed and what remains unknown
Request a marked roof plan showing inspected areas, findings and limits. Where moisture investigation is proposed, ask which methods will be used, what they can establish, and whether further verification is needed. A screening result and a confirmed opening into the roof assembly aren't interchangeable.
Useful questions include:
- Which areas are confirmed wet, suspected wet or not assessed?
- Does the deck show signs that require further investigation?
- What material will be removed, repaired or retained?
- Who confirms compatibility with the proposed coating system?
- What happens if additional damage is found during preparation?
Don't cut into the roof yourself. Investigation needs suitable access, fall protection and a plan for weather-tight repairs.
Put repair quantities and exclusions in writing
| Proposal entry | Clarification to request |
|---|---|
| “Repair as needed” | The starting quantity, pricing method and approval process |
| “Moisture testing included” | Locations, method, documentation and limitations |
| “Coating warranty” | Issuer, prerequisites, exclusions and maintenance obligations |
| “Existing roof suitable” | The findings supporting that conclusion |
Ask for the product manufacturer's requirements for the actual system. A general claim about silicone, acrylic or another coating family doesn't establish suitability for every substrate or moisture condition.
Choose the next step from the findings
Some projects may proceed after defined repairs. Others may need a different restoration scope or replacement evaluation. A useful assessment makes that decision clearer instead of forcing a coating sale.
Use the roof-restoration overview and inspection information to prepare your questions. To request a review, provide the roof history, leak locations and available documents. Confirm the inspecting and contracting entities before agreeing to work.
